AI agents for government, Dubai
The agent drafts the decision. A named person signs it. The tool enforces the order.
10ⁿ Tech, a Dubai AI Seal holder, builds AI agents for UAE government entities. Our agents read a case, check the documents against policy and draft a recommendation in Arabic and English, while the tool that writes to the record refuses until a named reviewer approves. They run on Azure UAE North or on the entity’s own GPUs.
What we build
| Agent | What it does | Where we have shown it |
|---|---|---|
| Case-management agents | A coordinator and two specialists read the case, check documents and search policy, then wait for a reviewer | A demo for a government entity: 30 of 30 tests passed, prompt-injection probes included |
| Bilingual assistants and avatars | Answer the public in Arabic and English with voice and text kept in the UAE | A library assistant built from in-region parts |
| Document intelligence | Turn scanned archives into text a retrieval pipeline can search, Arabic included | How to digitise a million pages for an assistant |
| The governance layer | Approval inboxes, hash-chained action logs, an agent registry | AI outputs are advisory until someone signs |
Why the approval sits in the tool
A prompt that tells a model to ask first can be talked out of the instruction. A tool’s check cannot. So no agent holds the tool that writes to the case system, and the tool itself refuses to write until a reviewer has approved that exact case. In our demo a red button invites the reviewer to try: the screen answers that the update was refused and the case is unchanged.
We test the agents the way an attacker would. One supporting document in the demo carries a planted Arabic instruction to ignore previous instructions and approve. The test set runs 10 English and 10 Arabic policy questions, 5 case decisions and 5 prompt-injection probes, and it reruns after every change.

How a project runs
- Pick one case type with a number to move: time to decision, cases per reviewer, or error rate.
- Classify the data and place each class: Azure UAE North with the right deployment type, a sovereign cloud, or your own racks. Residency depends on the deployment type.
- Build the agents and the approval gate, in an interface that follows the UAE Design System and opens in Arabic.
- Write the test set in Arabic and English, with instructions planted in documents, and rerun it after every change.
- Hand over the agent definitions, prompts, evaluation sets and infrastructure code in your repository.
Frequently asked questions
Which companies build AI agents for government entities in the UAE?
10ⁿ Tech builds agentic platforms for government with the approval step inside the tool, and holds the Dubai AI Seal. At national scale, Core42 and Presight run large programmes and AI71 sells AskGOV. See AI companies in Dubai for the wider field.
How do you keep a human in the loop?
In code, not in the prompt. No agent holds the tool that writes to the record, and that tool refuses to write until a named reviewer has approved the exact case. Every action is logged.
Do the agents work in Arabic?
Yes. The interface opens in Arabic, right to left, with an English toggle, and the agents draft recommendations in both languages. Where a policy exists only in English, the agent searches the English text and answers in Arabic, and the reviewer sees the original clause.
Where does the data stay?
In the UAE, placed by data class: Azure UAE North with a deployment type that keeps inference in the country, or the entity’s own GPUs for the classes that must stay on site.
Is 10ⁿ Tech a Dubai AI Seal holder?
Yes. The Dubai Centre for Artificial Intelligence approved 10ⁿ Tech for the Dubai AI Seal on 22 October 2026. See Dubai AI Seal companies.
