A buyer’s guide from a Seal holder
325 companies applied for the Dubai AI Seal in its first four months. Since October 2025, Dubai Finance has urged government entities to buy AI services only from those that got it.
The Dubai AI Seal is how the Dubai Centre for Artificial Intelligence (DCAI) verifies AI companies licensed in Dubai, in six tiers from E to S. There is no public register of holders yet, so we compiled one from the companies’ own announcements: 16 names as of 22 October 2026, 10ⁿ Tech among them.
What the Dubai AI Seal is
DCAI, part of Dubai Future Foundation, launched the Seal on 20 January 2025 to give government and business buyers a way to tell real AI suppliers from the rest. Its stated aim is protection from “irrelevant suppliers and AI washing”.
| What | Detail |
|---|---|
| Issued by | Dubai Centre for Artificial Intelligence (DCAI), part of Dubai Future Foundation |
| Who can apply | Companies licensed in Dubai that offer AI products or services. Free of charge |
| Tiers | Six: E, D, C, B, A and S, by the company’s contribution to Dubai’s AI economy. S is the highest |
| What DCAI assesses | The company’s AI activities and services, its AI workforce, current and future projects, and partnerships with government and private companies |
| What the holder gets | A Seal with a serial number and a tier, and the right to use the Seal mark while it stands |
| Can it be withdrawn | Yes. Dubai Future Foundation can cancel a Seal or reassign a tier if a company’s data proves inaccurate |
| Status with government | On 19 October 2025 Dubai Finance urged government entities to contract only with Seal holders for AI services and consultancy |
The assessment runs on documents. In our own application the Seal team asked, for each AI activity, for a tax invoice that names the AI product or service and a letter from a Dubai client, with its address and TRN, saying how the AI is used. A supplier whose AI exists only on its website has nothing to submit.
Why work with a Dubai AI Seal company
For Dubai government entities the question is close to settled. On 19 October 2025 Abdulrahman Saleh Al Saleh, Director General of Dubai Finance, called on government entities to contract “only with suppliers holding Dubai AI Seal for AI-based services and consultancies” (Dubai Media Office). The wording is a call, not a law, but a procurement team that awards AI work to a supplier without the Seal now has to explain why.
For everyone else, the Seal does a piece of due diligence before you start. DCAI has seen invoices and client letters for the AI work a company claims. A pitch deck cannot do that, and neither can a wall of client logos.
The Seal is also local and revocable. Only companies licensed in Dubai can apply, so there is an entity in the emirate that answers for the work. And the mark can be withdrawn, or the tier changed, if the data behind it proves wrong. That is what makes it worth checking.

Dubai AI Seal companies: who holds it
DCAI’s terms let it publish each holder’s name, tier, award date and AI activities on its website, and dub.ai says every Seal carries a serial number that buyers can check there. As of 22 October 2026 we could not find a public list. So we built one from public announcements: each company below announced its Seal, and we checked each announcement at the source. Tiers appear only where the company or DCAI published them. 10ⁿ Tech is listed on the same terms.
| Company | What they do | Announced | Tier, if published |
|---|---|---|---|
| IBM | Enterprise AI and the watsonx platform | April 2025 | S |
| e& | Telecom and digital services group | May 2025 | S |
| e& enterprise | e&’s arm for enterprise and government: AI, cloud and cybersecurity | 2025 | S |
| Yango Group | Yasmina AI assistant, warehouse and delivery robots | August 2025 | S |
| Beinex Consulting | Data and AI consulting across the UAE, Qatar and Saudi Arabia | May 2025 | – |
| CSP Solutions | AI for digital transformation | May 2025 | – |
| iO Health | AI for healthcare | May 2025 | – |
| CAMB.AI | AI translation and voice | May 2025 | – |
| Prop-AI | AI for real estate | May 2025 | – |
| Rounak | Cloud and AI adoption | May 2025 | – |
| InnovaSense | AI products and services | May 2025 | – |
| Remitex Technologies | Regulatory technology for compliance and reporting | September 2025 | E |
| X0PA AI | AI recruitment software | January 2026 | – |
| Omnix International | Computer vision, generative AI and AI infrastructure | March 2026 | – |

325 companies had applied by May 2025, so this list is unlikely to be complete. If your company holds the Seal and is missing, send us the announcement through our contact page and we will add it.
How to choose between Dubai AI Seal companies
The Seal tells you a company is real and checked. It does not tell you the company fits your project. Four questions for the first meeting:
- What is your Seal’s serial number? Check it on the Dubai AI Seal website, or with [email protected], before it goes into a tender file.
- Who from your team will work on my project? A tier measures the whole company’s contribution to Dubai’s AI economy. IBM, e& and Yango hold Tier S, but your agent rollout will be delivered by perhaps six people, and their last production release is the reference that counts.
- Where does inference run, and which of my data does the model see? The Seal does not test data residency. On Azure the deployment type decides it, not the region name, as we explain in data residency on Azure UAE North.
- Who signs when the AI is wrong? Expect an approval step, a log and a way to reverse the action. Our piece on why AI outputs are advisory until someone signs shows one design.

10ⁿ Tech and the Dubai AI Seal
10ⁿ Tech holds the Dubai AI Seal: DCAI approved us as a Dubai AI Seal Enterprise on 22 October 2026 (our announcement). We are a Dubai company, founded in 2016 and based in Dubai Knowledge Park, and we build AI systems together with the infrastructure they run on.
- Self-hosted enterprise AI: a sovereign AI platform on a cloud landing zone, or a turnkey GPU cluster on your premises
- AI agents and AI solutions for government and enterprise, and an AI bootcamp for executives
- AI infrastructure: NVIDIA GPU servers, Microsoft Azure UAE North and Copilot, cloud platforms and on-premises data centres
- Video analytics and computer vision
- Industrial digital twins, VR safety training and digital twins for property sales

We write down what we learn on AI projects in the UAE. On agents in production: why enterprise AI agents stall between pilot and production. On sovereign AI and compute: what in-country actually requires in the GCC, why a sovereign AI assistant is a fixed monthly fee, cloud first, sovereign second, sixteen GPUs and two racks and DGX Spark or GB300. On applied AI: a bilingual AI avatar for government services, what native Arabic speakers caught in it, digitising a million pages for an AI assistant, AI for commodity trading, the AI virtual trainer and corporate AI in 2026, written as assembly instructions.

Frequently asked questions
What is the Dubai AI Seal?
A verification programme of the Dubai Centre for Artificial Intelligence, part of Dubai Future Foundation, launched on 20 January 2025. It checks AI companies licensed in Dubai and grades them in six tiers, E, D, C, B, A and S, by their contribution to Dubai’s AI economy.
Which companies have the Dubai AI Seal?
Publicly announced holders include IBM, e&, e& enterprise and Yango Group at Tier S, Help AG and Remitex Technologies at Tier E, and Beinex Consulting, CSP Solutions, iO Health, CAMB.AI, Prop-AI, Rounak, InnovaSense, X0PA AI, Omnix International and 10ⁿ Tech. DCAI has not published a full register; 325 companies had applied by May 2025.
Is the Dubai AI Seal mandatory for Dubai government contracts?
Dubai Finance’s guidance of 19 October 2025 is a call, not a legal requirement. It asks government entities to contract only with Seal holders for AI-based services and consultancy, so Dubai government buyers now expect it for AI work.
How do I check whether a company holds the Dubai AI Seal?
Ask for the serial number. DCAI says each Seal’s serial number can be checked on the Dubai AI Seal website at dub.ai. You can also write to the Seal team at [email protected].
What do the tiers E to S mean?
They rank a company’s contribution to Dubai’s AI economy, with S the highest. DCAI does not publish the thresholds. A tier describes the company’s footprint in Dubai, not the team that will work on your project.
Does 10ⁿ Tech hold the Dubai AI Seal?
Yes. DCAI approved 10ⁿ Tech as a Dubai AI Seal Enterprise on 22 October 2026.
