A UAE-wide map of the AI market from a company that is on it

The UAE wants agentic AI in half of its government services by 2028. Most of the builders sit in Abu Dhabi and Dubai.

The UAE government’s framework for agentic AI aims to put AI agents into 50% of government sectors, services and operations by 2028. Abu Dhabi has its own plan on top: the Government Digital Strategy 2025-2027 commits AED 13 bn to become an AI-native government, with more than 100 AI use cases across more than 40 entities. Dubai grades its AI providers through the Dubai AI Seal. So the buyers are mostly government, and the question is who can deliver to them.

This page maps the AI companies across the UAE by what they build, from the national champions in Abu Dhabi to the integrators in Dubai, and says where 10ⁿ Tech fits. For the Dubai market in detail, read AI companies in Dubai.

What the buyers want

Federal entities work to the agentic AI framework: agents in half of government sectors, services and operations by 2028. That turns AI from a pilot budget into a delivery target, and it favours suppliers who can show an agent working inside an approval process.

Abu Dhabi entities work to the 2025-2027 strategy: more than 100 use cases across more than 40 entities, and more than 95% of 30,000-plus civil servants trained in AI. The national champions (Core42, Presight, AIQ, ai71) sit close to these programmes.

Dubai entities got 22 Chief AI Officers in 2024, and since October 2025 Dubai Finance has urged them to buy AI services from Dubai AI Seal holders. See who holds the Seal.
